Activity notification and periodic reporting
Types of reports and notifications
NOPSEMA receives the following activity notifications and periodic reports:
- Monthly operational activities (incident and injury) reporting
- Commencement and completion of an activity (Regulation 54) notification
- Annual environmental performance reports
- Vessel activity notifications
- Well activity notifications
- Annual well performance reports
Operators of offshore facilities are required to submit a monthly summary of incident information for each calendar month as described in the guidance note Notification, reporting and recording requirements for Incidents. The Monthly operational activities report form is available on the NOPSEMA website (in Microsoft Word format) and should be submitted by day 15 of the following month.
Notification of the start and end of an activity (Regulation 54)
Regulation 54 of the Offshore Petroleum Greenhouse Gas Storage (Environment) Regulations 2023 (Environment Regulations) requires that:
- a titleholder must give NOPSEMA written notice that an activity under the title is to commence at least 10 days before the activity commences; and
- a titleholder must give NOPSEMA written notice that an activity under the title has ended no later than 10 days after the activity ends.
Titleholders may provide NOPSEMA with written notification of commencement and completion dates directly by email, letter, or by using the template form provided in the Related Documents section below.
Please submit the notifications using our Secure File Transfer service or by email to submissions@nopsema.gov.au
Notification of the end of operation of an environment plan (Regulation 46)
Regulation 46 of the Environment Regulations provides that the operation of an environment plan ends when the titleholder notifies NOPSEMA that:
- the activity or activities to which the plan relates have ended; and
- all of the obligations under the environment plan have been completed; and
- NOPSEMA accepts the notification.
Titleholders may provide NOPSEMA with written notification of the end of operation of an environment plan directly by email, letter, or by using the template form available in Related Documents below.
Please submit the notifications using our SecureFile Transfer service or by email to submissions@nopsema.gov.au
Regulation 51 requires a titleholder to submit a report to NOPSEMA, in relation to the titleholder's environmental performance for the activity, at the times or intervals provided for in the environment plan (EP) in force for the activity. It is NOPSEMA's expectation that Environmental Performance Reports (EPR) will be issued to NOPSEMA annually, from the date of EP acceptance.
In the case where all activities under the EP have been completed, and Regulation 54 end of activity notification(s) have been submitted, the last EPR could be submitted prior to the annual 'due date'. The last EPR of a multiyear activity is expected to be a standard EPR (i.e. not a summation of all activities completed in previous years).
Please submit EPRs using our Secure File Transfer service or by email to submissions@nopsema.gov.au
See also the Submitting regulatory documents page.
For further information, please see the Annual environmental performance reporting guideline.
Paragraph 83B of the OPGGS Act and Regulation 2.42B and 2.42C of the Safety Regulations requires the person who is the operator of a facility to notify NOPSEMA when a vessel becomes or ceases to be a facility; or where a facility safety case has identified an activity resulting in an associated offshore place, they are required to notify NOPSEMA when a vessel becomes or ceases to be an associated offshore place.
NOPSEMA form Notification of vessel becoming or ceasing to be a facility or AOP may be used to make the notification.
For further information please see the Notification, reporting and recording requirements for incidents guidance note.
Section 97 of the Offshore Petroleum and Greenhouse Gas (Resource Management & Administration) Regulations 2025 (RMA Regulations) requires the titleholder to notify NOPSEMA before the commencement of specific well activities. Such notifications do not require NOPSEMA's approval for the titleholder to commence a well activity.
Activities to be notified fall into one of two categories: those which must be notified to NOPSEMA 21 days in advance of starting the activity and those which are required to be notified at any time prior to the start of the activity. A separate notice of activity is required for each well and each occasion of well activity.
The onus remains on the titleholder to ensure that the proposed activity is in accordance with the WOMP in force. A single notice of well activity may encompass multiple continuous activities for a single well, e.g. drill, test and abandon.
Section 97(3) specifies the information that must be included in a well activity notification. The NOPSEMA form Well Activities Notification Cover Sheet should also be provided.
NOPSEMA may request further information in writing under section 97(4) if the titleholder has not provided complete or sufficiently detailed information about the activity to NOPSEMA.
For further information please see Well Operations Management Plan lifecycle management guidance note.
Under section 96 of the RMA Regulations, if there is a well operations management plan (WOMP) that is in force for a well in the title area at the end of any of the following periods, a titleholder must submit an annual well integrity report for:
- the period of 12 months beginning on the day that NOPSEMA accepted the WOMP under section 79 of the RMA Regulations
- each subsequent period of 12 months.
The report must be submitted within 14 days after the end of the period.
The NOPSEMA form Annual Well Integrity Report template may be used to make the report.
