Project Core

Central Operations for Regulatory Excellence (CORE) will be NOPSEMA's new online platform which is being designed to make it easier for duty holders to interact with us.

Due to launch in late 2026, it will bring together a range of regulatory and engagement processes into a single streamlined portal.

  • Simplify interactions with NOPSEMA: CORE will serve as a one-stop platform where industry can lodge applications, track progress and access guidance in one place.
  • Improve clarity and consistency: by streamlining regulatory processes and aligning business areas, CORE will support predictable outcomes and clear decisions.
  • Increase transparency and visibility: the platform will make regulatory information, historic records and compliance data easier to find and use.
  • Enhance efficiency and adaptability: modernised digital workflows will reduce duplication, support efficient submission processes and allow for future system improvements such as AI integration.
  • CORE is designed to improve the experience for duty holders by streamlining regulatory processes and reducing unnecessary burden.
  • It represents a major step in modernising how NOPSEMA regulates and engages with the offshore energy industry.
  • It will help ensure Australia’s offshore energy activities continue to be managed safely, responsibly and transparently while supporting both industry efficiency and public confidence.
  • NOPSEMA is committed to working collaboratively with industry to deliver smarter regulatory services that support safe, efficient, and environmentally responsible offshore operations.
  • NOPSEMA completed the first phase of industry engagement for the CORE (Central Operations for Regulatory Excellence) project in September 2025. This initial round of focus groups and briefings was well attended by 83 participants from 16 industry operators, and provided valuable insights to help shape the design of the new digital platform.
  • Key themes raised by industry included:
    • a strong desire for more consistent and standardised templates and forms
    • improved handling of revisions and version control
    • greater ability to reuse data across submissions
    • clearer guidance that remains stable over time
    • enhanced tracking, dashboards, and visibility of submission status
    • streamlined nondigital interactions, including inspections and reporting.
  • These insights are directly informing system design to ensure the new digital tools are practical, intuitive, and aligned with realworld operational needs.
  • Building on this feedback, NOPSEMA is preparing for a second round of external engagement, with focus groups scheduled to occur throughout April and May 2026. 
  • NOPSEMA has invited key stakeholders across the offshore oil, gas, and renewables sectors to participate in focus groups across Australia. These sessions will provide an opportunity to review early design concepts and proposed system functionality, and to test whether these approaches meet operational and regulatory expectations.
  • Stakeholder feedback will remain central to the ongoing development of CORE, supporting continuous improvement in how industry engages with NOPSEMA.
