New HSR Handbook released to support offshore safety leadership

NOPSEMA has released the updated Health and Safety Representative (HSR) Handbook, providing offshore HSRs with a comprehensive guide to their powers, responsibilities and rights under the Offshore Petroleum and Greenhouse Gas Storage Act 2006 and associated regulations. 

This edition arrives at a pivotal time for offshore safety, following the commencement of the Offshore Petroleum and Greenhouse Gas Storage (Safety) Regulations 2024 – the most significant update to Australia’s offshore safety framework in over a decade. 

The new regulations strengthen the formal role of Health and Safety Representatives. NOPSEMA CEO, Sue McCarrey said in her foreword to HSRs “Your role in this process is not symbolic. It is embedded in the regulation and essential to effective safety outcomes.”

The handbook is designed to help HSRs – whether newly elected or experienced in their role – to understand and confidently exercise their powers. It includes practical tools, regulatory guidance, and templates such as the Provisional OHS Improvement Notice and the HSR Request for Review of Safety Management-Related Documents.
