NOPSEMA's assessment of the Great Australian Bight Drilling Program

On 1 October 2015, BP Developments Australia Pty Ltd. (BP) submitted an environment plan proposing exploration drilling in the Great Australian Bight to NOPSEMA.

NOPSEMA is required to consider the environment plan and decide if it meets regulatory requirements. The legislation outlines the requirements and process for assessment, which includes assessment and decision-making criteria. NOPSEMA undertakes the assessment of environment plans consistent with its Assessment and Environment Plan Assessment policies.

NOPSEMA provides BP opportunity to modify drilling environment plan

On 16 May 2016, NOPSEMA provided BP an opportunity to modify and resubmit their environment plan for exploration drilling in the Great Australian Bight. If BP accepts this opportunity, the modified plan is expected to be resubmitted by 15 July, at which time NOPSEMA will recommence the assessment. NOPSEMA resumes environmental assessment for exploration drilling in the Great Australian Bight

On 15 March, BP resubmitted their environment plan for proposed exploration drilling in the Great Australia Bight. NOPSEMA will now resume its assessment against the requirements of the Environment Regulations. NOPSEMA requires BP to modify drilling environment plan

On 16 November 2015, NOPSEMA made a decision that it was not satisfied that BP’s environment plan for exploration drilling in the Great Australian Bight had met regulatory requirements.

After a thorough and rigorous assessment, NOPSEMA has determined that the environment plan does not yet meet the criteria for acceptance under the environment regulations, and has advised BP of this decision.

NOPSEMA is required by law to provide BP with a reasonable opportunity to modify the environment plan. If BP chooses to resubmit a modified plan, it will then be assessed by NOPSEMA.

The environment regulations and NOPSEMA's assessment policies, clearly outline the environment plan assessment process including timeframes for resubmission and the number of times modification and/or additional information may be required.

BP drilling proposal to undergo further assessment

NOPSEMA has advised BP that it will be taking additional time to reach an initial decision on a proposal to undertake exploration drilling in the Great Australian Bight.
